Robert Thomas Pacific Legal Foundation

After more than three decades in private practice in Hawaii and California, representing property owners in acquisitions, significant areas and land use cases, Robert joined the Pacific Legal Foundation team as Senior Counsel in 2021, leading PLF`s Property Rights Group. PLF is a nonprofit legal organization that defends the property rights and freedoms of Americans when they are threatened by government encroachments and abuses. Every year, PLF represents hundreds of Americans who are trying to improve their lives for free but are hindered by government and government actions. An elected member of the American Law Institute, Robert received his LLM with honors from Columbia Law School, where he was a Harlan Fiske Stone Scholar, and his JD from the University of Hawaii School of Law, where he served as editor of the Law Review. He is the first Joseph T. Waldo Visiting Professor of Property Law at William & Mary Law School in Williamsburg, Virginia, where he continues to teach graduate department courses in important areas, land use, property rights, and property law. He also recently completed a year as president of the American Bar Association`s Division of State and Local Law and served as chair of the section`s Distinguished Areas Law Committee for many years. For over thirty years (between 1987 and 2021, when he retired from the firm and private practice and joined the Pacific Legal Foundation – a nonprofit legal foundation dedicated to protecting property rights and individual freedoms – Robert was Damon Key`s attorney specializing in land use and appeals with a focus on regulatory revenues, important areas, water rights and voting cases.
