Footnote 66 In Texas, individuals 15 years of age or older, but under the age of 18, must successfully complete and pass the teaching phase of an approved driving course in order to obtain approval. ↩ Most provinces and territories recognize driver`s licences issued by another jurisdiction, which may allow a youth to obtain a driver`s licence in a province or territory with a low minimum driving age and to drive in a province or territory that usually has a higher driving age. A notable exception is the United States, where many states prohibit drivers from driving below their minimum driving age, even if they have licenses or licenses issued by another state. Footnote 37 In Minnesota, the detention period also applies to licence applicants 18 years of age and older, unless they have completed their driver training. ↩ Footnote 11 In Florida, learner`s license holders are not allowed to drive after sunset for the first three months and after 10 p.m. thereafter. ↩ Footnote 39 In Minnesota, driver`s license applicants under the age of 18 must have completed driver training. Holders of a provisional licence must be accident-free to be eligible for a full licence. ↩ Among 16- and 17-year-olds, about one-third of fatal car crashes occur between 9 p.m.
and 6 a.m. For example, many states have imposed curfews to prevent young people from driving at night. For example, Alabama does not allow teenagers newly licensed to drive between midnight and 6 a.m. North Carolina does not allow teens to drive between 9 p.m. and 5 a.m. Teen and beginner riders. Governors Highway Safety Association. Footnote 10 In the District of Columbia, drivers under the age of 18 who have completed the intermediate level must comply with a night driver`s license until age 18. In addition, these drivers are not allowed to carry more than 2 passengers under the age of 21. ↩ Footnote 73 In Virginia, driver training is mandatory for driver`s license applicants under the age of 18. Northern Virginia and surrounding counties (Planning District 8) introduced a 90-minute segment for parents of learner drivers.
The parenting component may be provided outside of Planning District 8 at the discretion of any local education authority. ↩ Each United States establishes its own laws on conduct. These include speed limits, cell phone use and seat belt laws. Despite these laws promoting road safety, some states still have the worst drivers. States have tiered licensing programs in place to help young people drive and adapt safely. Each state sets its own laws of conduct, and age can vary widely. The minimum age is the minimum age at which a person can obtain a driver`s license to legally drive a motor vehicle on public roads. This age is set by and for each jurisdiction and is most often set at 18, but learner drivers may be allowed to take the road under supervision at an earlier age. Before reaching the minimum age for obtaining a driving licence, or at any time thereafter, a person wishing to obtain a licence is normally subject to a test of fitness to drive and knowledge of the rules of the road before a licence is issued, provided that he or she is over the minimum driving age. The countries with the lowest driving age (17 years and under) are the Bahamas, Canada, Israel, Malaysia, New Zealand, the United Kingdom (mainland), the United States and Zimbabwe.
In some jurisdictions in the United States and Canada, drivers may be under the age of 14 (under parental supervision). Keep in mind that just because your teen is old enough to drive legally doesn`t mean they`re mature enough to take matters into their own hands. The legal age to drive in the United States is 16. Getting a driver`s license on your 16th birthday has long been an important event in the lives of many young people in America. Talking on the phone while driving is a big distraction that increases the likelihood of a teenager making driving mistakes. For example, many states have introduced specific restrictions on mobile phones for young drivers. «I think what`s important for them is to stay connected safely,» Rushbrook said. «The vehicle is an extension of their iPhone or screen device, they want to stay connected and take their music and everything else in the car.» Footnote 5 In California, students enrolled in driver training are allowed to drive under the supervision of a driving instructor. Licence applicants who do not complete their driver training must wait until the age of 18 to obtain a licence. You don`t need to go through an intermediate license level.
↩ Footnote 77 In West Virginia, learners under the age of 18 are not allowed to drive between 10 p.m. and 5 a.m. and are not permitted to carry more than two passengers in addition to the supervising driver. ↩ Shults R, Williams A. Graduated Driver`s License Night Driving Ban and Drivers 16 or 17 Years of Age Involved in Fatal Night Crashes – United States, 2009-2014. MMWR Morb Mortal Wkly Rep. 2016;65(29):725–730. doi:10.15585/mmwr.mm6529a1 Footnote 58 In Oklahoma, 15-year-olds are allowed to drive, but only under instructor supervision. ↩ Footnote 46 In New Jersey, the license becomes a provisional license after six months for drivers under 21 years of age and after 3 months for drivers 21 years of age and older. The graduated licensing law applies to adults, with the exception of lifting night and passenger restrictions for new drivers aged 21 and over.
If the applicant has not completed the driver training, the minimum age for approval is 17 years and the minimum age for the intermediate licence is 17.6 months. Learner`s card holders are not permitted to drive between 11 p.m. and 5 a.m. and may only carry one passenger in addition to the supervising driver or a parent, guardian or parent. ↩ Footnote 3 In Arkansas, 14-year-olds can drive with a driver`s license after passing a written test. After passing the driving test, they are entitled to a driver`s license. Unsupervised driving is not permitted by teacher licence or apprenticeship licence holders. The combined holding period for a licence and learner`s licence is six months. ↩ Footnote 7 In Connecticut, driver training or in-home training is required for licence applicants under the age of 18.
Permit holders may not carry passengers other than the person giving the courses, parents or guardians. Time spent with a professional instructor counts towards the 40-hour certification requirement. Before a candidate under the age of 18 can take the driving test, parents or guardians must complete two hours of instruction on youth driving laws and related matters with that candidate. Anyone 18 years of age or older must hold an adult licence for three months before obtaining a driver`s licence. ↩ Footnote 78 In Wisconsin, registration for driver training is mandatory for licence applicants under the age of 18. During the learning phase, licensees may carry three passengers if supervised by an instructor in a dual-control vehicle. A permit holder 16 years of age or older may transport a passenger 25 years of age or older who has held a permit for at least two years. ↩ Some scientists argue that many 16-year-olds are not mature enough to drive. Their brains are not yet fully developed and they are more likely to take risks, get distracted and make mistakes. Footnote 26 In Maine, driver training is required to obtain a permit and license if the applicant is under the age of 18. The period of possession of the driver`s licence and the driving licence certificate applies to applicants for a driving licence under 21 years of age.
The period of licence restrictions may extend beyond the person`s 18th birthday. ↩ Footnote 57 In Ohio, driver training is required for driver`s license applicants under the age of 18. Candidates who are at least 18 years of age and have failed the road test must complete an abbreviated driving training. ↩ Footnote 36 In Minnesota, licence applicants under the age of 18 must be registered for driver training. By July 1, 2014, an optional 90-minute additional program for parents will be in place, providing information on multi-level licensing, safety risks and the possible influence of adults on driving behaviour. ↩ Footnote 21 In Iowa, driver training is required for an intermediate license and for an unrestricted license if the applicant is under 18 years of age. ↩ Once a teen reaches the legal age to obtain their apprenticeship permit, a certain number of hours of vocational training is usually required to obtain approval. Some states require every driver to complete driver training before obtaining a learning license. Young people say they have many reasons to delay or avoid getting a driver`s licence. Some are opting for more environmentally friendly transportation options. Others find driving stressful. And some are simply not interested in cars at all.
Footnote 19 In Iowa, driver training graduates who have held a teaching license for at least 6 months and are at least 14 and 6 months old can apply for a school driver`s license between 5 a.m. that allows unsupervised driving.
